I think you are getting confused by the situation before PN launched the new FTTC products as account types in their own right.

Thought I would check as its on the plusnet site http://www.plus.net/fibre-broadband/ on the right hand site when reading fibre package FAQ's

If you can get it in your area, you'll be able to upgrade to a fibre connection through our Product Change tool.
You'll need to change to either a Plusnet Value or Extra service to upgrade to a fibre service.

Hi there,
That means that if you request a product change to either Value Fibre or Extra Fibre we'll automatically place an upgrade order for you. I'm afraid we can't order fibre on your current account type.

See what you mean and I can get a task raised to the web team to get that looked at, but by the same token if you visit the product change page there's only four options - Value, Extra, Value Fibre and Extra Fibre. That being the case I'd like to think most people who wanted fibre would choose the right ones... not that I don't see your point.
