Obvious things to check
What does this say https://portal.plus.net/my.html?action=data_transfer_speed and were those results wired or wireless or homeplugs

Looks like that test may have been done on wifi was this the case or did you do it via cat 5?

Right have found at least part of the problem.

Quote Download speed achieved during the test was - 46.58 Mbps
For your connection, the acceptable range of speeds is 16 Mbps-77.44 Mbps .
Additional Information:
IP Profile for your line is - 77.44 Mbps

The IP profile gives you the sync speed - multiply it by 1.033
It would be worth trying a connection direct to the modem and see what that gives

Everything seems OK with your connection after having checked it, as Oldjim mentions, it would be worth trying a direct connection to your modem and see if there's an difference.
You would need to setup a PPPoE connection for this.
PPPoE on Windows
PPPoE on MAC:
From the Apple menu, choose System Preferences
From the View menu, choose Network
Choose Built-in Ethernet from the Show pop-up menu
Click the PPPoE tab
Select the checkbox for Connect using PPPoE
Enter the Broadband Username and Password
Click PPPoE options and tick the Connect automatically when needed checkbox
Click Apply Now
