FTTC very disappointed by the speed

The product is advertised as "upto 76mbps"
When I ordered the estimated speed was "62mbps"
When the BT engineer installed he said the modem and exchange were talking at "60mbps"
My actual speed is around 27mbps.
Why?

Obvious things to check
What does this say https://portal.plus.net/my.html?action=data_transfer_speed and were those results wired or wireless or homeplugs

Looks like that test may have been done on wifi was this the case or did you do it via cat 5?

My entire LAN is 1Gb wired, I only use wireless for my Amazon Kindle, I have no homeplugs.

Right have found at least part of the problem.
My professional UTM router.  Having disabled just about the whole thing I now get

Download speed achieved during the test was - 46.58 Mbps
For your connection, the acceptable range of speeds is 16 Mbps-77.44 Mbps .
Additional Information:
IP Profile for your line is - 77.44 Mbps

However, having checked the specs, with everything disabled, it's supposed to handle up 130mbps.

The IP profile gives you the sync speed - multiply it by 1.033
It would be worth trying a connection direct to the modem and see what that gives

Everything seems OK with your connection after having checked it, as Oldjim mentions, it would be worth trying a direct connection to your modem and see if there's an difference.
You would need to setup a PPPoE connection for this.
PPPoE on Windows
PPPoE on MAC:
From the Apple menu, choose System Preferences   
From the View menu, choose Network   
Choose Built-in Ethernet from the Show pop-up menu 
Click the PPPoE tab 
Select the checkbox for Connect using PPPoE   
Enter the Broadband Username and Password 
Click PPPoE options and tick the Connect automatically when needed checkbox   
Click Apply Now
