FTTC - upstream speed halved after outage

Hi,
On Wednesday evening my connection dropped so, after a couple of hours I raised a fault ticket (#8661888Cool. On Thursday morning the connection returned but the upstream speed was ~5Mb/s instead of the usual ~10Mb/s (downstream unaffected) so I updated the ticket. After nearly 2 days somebody finally picked up the ticket this evening and helpfully told me what I already knew i.e. that the connection was back but with a reduced upstream speed. Not the level of service that I expect from Plus.
Is there somebody here who can explain what the problem is with and how to get it fixed? Could this be in any way related to the ~150GB online backup upload I did over the last week? More feasibly, could it be down to the Openreach engineer who was poking about across the road on Thursday morning?
