FTTC..... or not!

Here is a question from my neighbour that I have no idea what she can do about it.
I am on FTTC (at number 8 at around 56meg) and, my neighbour can only get ADSL - sub 1meg (at number 10), and next door to her the other neighbour can get FTTC at number 12). Numbers 8 & 12 are connected to Cab 101, and 10 is connected to cab 104. 104 is a small cab, half the size of 101. Cab 101 and 104 are around 500m apart.
Can anything be done to get her "re-wired" to cab 101 (subject I guess to there being availability in the Cab)? This was once offered to me as a solution to ADSL problems I was having at the time pre FTTC - thank god I never took OR up on the offer!
How can you get OpenReach to do it? Costings? Further info......?
We are on a new development (9yrs old) so I guess it is just a case of swapping a few pairs of wires around.

surely that would depend on who her provider is, she might be able to get the order processed and tapped from one of the other pairs (if there are any spare and there not inaccessible) but probably not.
BTOR tend to do stuff like that for customers that are wanting to move to them and tell everyone else its not possible

As it is a new(ish) development there are spare pairs wired to each house. I think that the cable to my house is at least a 4 pair and the neighbours is the same....
Do BTOR do work like 'rewiring' at the behest of a customer? If so how can they start the process to get it done and how do they find out costings?
It is rather odd that next door's house is the only one in the street connected to cab 104. I've checked the other addresses in the road on https://www.btwholesale.com/includes/adsl/main.html
Thanks.

it could simply be a case of when the line was actually laid, bear in mind that a secondary street cab 500 meters away from the primary indicates that things were laid in stages and rather than keeping the trenches open BT filled them in and used completely different routing for the later houses on the secondary cab when doing the initial build of the estate.
its not something they like doing but sometimes its necessary and outside of there control, as for would they change things and how it would cost, I suspect the individual concerned would have to speak directly to BT about it, but it wont likely be cheap unless there a BT customer and agree to be locked in for a lengthy period of time (there have been articles in the papers about BT's pricing for few miles of cable being in the thousands of pounds because the last meter required digging along the road and that required planning permission...)
either way its worth your neighbour giving BT a buzz about it,

Yes, they could try asking BT directly however I'd suspect it's unlikely they'd be able to get the line moved to the other cab. As strange as it may sound there may be a legitimate reason to do with the layout of the street or the property which means its connected to a different cab deliberately.

You could always offer to let them chip in and have a second FTTC install at your house, get a couple of decent YAGI antennas from ebay and they can connect over wifi and share the FTTC joy!

plenty of people I know in a certain housing estate actually do something like that, one person has fibre with a good wifi AP and the rest get given a password for a few quid up front
of course theres a problem with that if the thought police notice kidiporn being perused by the fibre connection if theres no logs of who did what (like a proper server setup would keep) then its the person on the bill who gets put inside .......
and wouldn't you just know that's exactly what is in the process of probably happening ......
