I heard today that the Paignton exchange is being upgraded to fibre in the next few months.
Once the BT activate the service, will PN offer it immediately?
And would it be a free upgrade?

Yes PN will offer fibre as soon as the BT Wholesale checker says it is available on your line. That requires both the exchange *and* your street cabinet to be enabled. Note that the latter might be some time (weeks, perhaps months) after the exchange itself is upgraded.
Unfortunately it isn't a free upgrade. Full details of the Value Fibre and Extra Fibre products are given on the Plusnet website.

It's worth popping your phone number in the BT Availability checker from time to time to see if there are any updates as to when it will be available to you. We don't immediately inform you but we do send out batches of "Do you know you can get fibre" emails regularly. For more information see our Fibre Broadband FAQs

Thanks alot for the advice, both of you.
Hopefully my cabinet will be enable fairly quickly, as theres a few businesses run from it to, so god for bid they have to wait!

You had better hope that none of those business have very expensive 'leased lines' from BT.
'cos if they do BT may miss out the cabinet (allegedly) for fear that those businesses will drop their leased lines and take up cheaper FTTC instead and (shock/horror) may even not take the FTTC service from BT but go to someone else for it.
The net effect of this would be a huge loss in revenue for BT as leased lines are very expensive and bring in a lot of revenue for them.

To be honest where BT is concerned, anything can happen... Unpredictabilty and poor customer service is their middle name!
