Exchange congestion information

Is there a web resource which reports exchange congestion or other performance issues?
Due to the recent issues with PN DNS responsiveness, I've been plotting DNS ping times for a few days. Initially the pings were reasonably good and consistent, however since 15:06 30th May they have been highly erratic and long (100's ms). In looking at this problem more closely, I've change the ping'd address to be the other DNS server, Google's DNS servers and as of this morning, my current PN gateway. All addresses report erratic extended times. I somewhat conclude that this might be down to exchange congestion.
SNRM plotting is more or less dead flat on a steady 3dB. DS FEC rate can be somewhat variable and occasionally the line drops on inbound calls - but not always!
Have seen a number of PPP session drops (synch OK) though I have also performed a number of PPP drops in an attempt to hop gateways.
Any references to up to date exchange status would be great - HARTFORD.

We do have information on exchanges, they are updated weekly and are available to us on our suppliers systems.
Unfortunately the information on the Usertools site is only for 20CN and is outdated at the moment as the file format has changed on our suppliers side.
Having checked the latest report (as of 30/05/2014) your exchange isn't showing any congestion issues.
