Downstream transfer rate = one quarter of downstream sync??

I live in a very slow area. Usually getting downstream sync of 2304kbps and downstream transfer rate (from www.speedtest.net) of ~1.8Mbps. Slow, but at least they're consistent with a "normal" overhead?
Today, I'm still getting a downstream sync of 2304kbps:
...yet my downstream transfer rate has dropped to an unusable 0.60Mbps:
Should I open a ticket for this?

Two things first
Run the BT speedtest and report the results including the IP profile
Check what this gives for Current Line Speed https://portal.plus.net/my.html?action=data_transfer_speed

First test gives trouble. Usually fails, as download is too slow. Got it to run once:
...where you can see it said "further testing is required: - "login as speedtest@speedtest_domain and re-connect", etc... Did that (same sync speed c.2300kbps) but test failed with:
Downstream sync speed on router is/was/still is c.2300kbps. www.speedtest.net now gives:
Clearly, this speed is VERY variable from "slow" down to "appalling"!
Tried to run BT Speedtest again... but get the "Error has occured - currently unable.." message again.
PlusNet IP Profile gives:

Agreed - it does look normal now - temporarily. This is what normally happens. It reverts to 1.5-2.0Mbps for a few days, then drops to ~0.5Mbps.
See my www.speedtest.net history - since 20/08/2012, this has been happening regularly:
Samples ringed in red are about 0.5Mbps. The last "ramp-up" in yellow is today!
(All this is from a PC wired to the router.)

I am sorry to say that I haven't a clue as to why it is doing it
A couple of things to check
Is there only one device connected to the router. If there is another could it be grabbing bandwidth
Try running Networx and see if there is any unexplained usage when you are getting the horrible speeds http://www.softperfect.com/products/networx/

Many thanks again, Oldjim. There is another PC on the router, but it's dormant - I believe it's quiet when the speeds drop. I'll check again.
