Downloading from Website = Slow

Hi there.
I have had this problem for a while now and just recently decided to query it.
Basically when i download from a site (for example a program from www.download.com) in peak times it is very slow (10-20kb/s). But in off peak times it downloads at a speed of 240+kb/s. This occurs even when i have not exceeded my download limit. I was just wandering why this occurs. Its not a major problem for me but would be nice to download a little bit faster in peak times.

Not knowing which package you are on but if you check here http://www.plus.net/support/broadband/quality_broadband/speed.shtml#Option2speeds
download.com comes under download sites and you can see the maximum expected speeds

Yeh i am on option 2 home bb. but my speeds are noway near the speeds in that chart.
