Hi i have a download speed of 31MBPS and an Upload Spped of 7MBPS for Fibre optic.
Is this Typical or low ?

Well, your estimated speed according to http://www.dslchecker.bt.com/ is:
Download: Up to 35.9 Upload: Up to 5.9
So not too far off. As with all BT based broadband technology your available speeds depend on your distance from the exchange or (in the case of fibre) your distance from the local green box, or distribution point.
