Can you post up your router stats (there is a link at the top of this forum how to get them) ?

Hmm doesn't look too shabby.
Does the issue happen on both wireless and wired connections ? Sometimes there can be wireless interference which causes slower speeds and it is worth ruling that out if possible before trying to chase faults with your broadband connection itself.

I do not have any wired connections to compare as my desktop PC is not close to the Router.

Unfortunately it will be difficult to raise a fault without speedtests over a wired connection and preferably on the test socket to rule out internal wiring issues. Wireless connections are very easily susceptible to interference and speed drops.
I appreciate you may not have seen speed drops before but anything can cause speed drops on wireless, walls, fridge motors, microwaves, cordless phones, a neighbour getting a new router on the same channel as yours to name but a few!

I've checked over your connection and can't everything looks OK, are you achieving around 7Mb/s at all as I noticed you said it's slow at only certain periods.
