I think the problem for you is that a fixed target doesn't quite work, you need the target to be 6 during the day and 3 during the evening!

But I just had another thought - why does it take to nearly 7AM to crawl back up to 3dB - on a regular basis?

I don't know but is wouldn't surprise me if it's also worse when the pressure is high when we see the television affected.

I've been away from 7/11 to 14/11, so everything was switched off during that time, and as I was out yesterday afternoon/evening, I decided to run RSL to see what happened.
RSL graphs and router log attached.
As a point of interest, my connection was perfectly usable when I got home
