Does 'active' broadband service mean fully functional?

Sorry if this has already been answered many times before. But what does it mean when a text message says 'your broadband service is due to become active by midnight 6/10'? Does this mean my broadband will be fully functional by then?
I ordered the transfer of my phone and broadband from BT to Plusnet a month ago. The phone phone line was set up and working on Monday, and is working well with no problems. So far though all the lights are flashing green on the router except the 'internet'' light which is solid red. I know it says wait for a reply when it's running, but does the word 'active' not mean fully operational?
The router is installed correctly with filter etc.
Any advice would be appreciated Smiley
