got this earlier this evening - I'm having some right old fun and games 
and then tried this too...
Pinging bbc.co.uk [212.58.224.138] with 32 bytes of data:

i think its improved in the last few minutes though....
is there an outage somewhere is my connection really s**t?

and here's another more recent speedtest...

your profile is showing as 4500 and the exchange shows there's been no incidents and the VP is showing as green. Have you had a look at our troubleshooting guide for slow speed where you are advised to perform 3 speed tests at speedtester.bt.com. If so, I would suggest you confirm via your open ticket and answer the most recent sent to you. On'ce you have done this I will raise it as a fault for you.
