Definition of download site vs. download server as regards traffic management

Hi
I've just downloaded a 181 MB file from sendspace and its take me nearly 2 hours.
On the TM explaination you categorise download sites and download servers, what the difference between the two or do you categorise a download server by protocol (i.e. using FTP whereas a site usually uses HTTP)

This page on the portal will hopefully help. As you'll see, Sendspace is currently classed as a 'download site'.
