Hi how do I enable DHCP on my TG528n technicoulour router so my IP camera can connect to the network please.

DHCP is on by default, that is how your PC/tablet etc gets connected to the network.

I can't get my IP camera to connect to network do you know any setings that would prevent an auto configuration wizard to not find router ? So infuriating

Usually it is something in the settings. Can you connect directly to the camera ? Or does it have a reset button? IF so try pressing that it might be fixed on a different ip range.
