Congested Exchange?

Noticed in the evenings my ADSL connection that is served by the Leith exchange has been getting less responsive (high latency) & speeds are roughly halved, despite sync speeds staying the same. The connection is stable sync wise with only occasional (by me) router reboots causing tge connection to drop. So I assume it must be congestion at the exchange rather than interference.
I setup ping monitors and it seems to back up what I'm seeing.
My other Plusnet connection at my business property (also ADSL but different city & exchange) is not affected and for further comparison my partners Sky FTTC.
The top one is the connection seeing the issues. (Ignore the period after Midnight as I started downloading files from work)
Can someone check to see if there are congestion issues at the Leith exchange abd if there plans to increase capacity?

And another 2 ping monitors from other days very little usage at the peak times.. Yet large spikes.

If the x6 speed is normal and the x1 speed is bad that is a classic sign of congestion.

Tested on a wired computer and the router stats are:
ADSL Link Downstream Upstream
Connection Speed 5675 kbps 736 kbps
Line Attenuation 48.0 db 26.0 db
Noise Margin 6.0 db 5.2 db
