Capped upload speed

I was wondering if my upload speed was capped and if so could it be removed? I've contacted chat a few times and it still hasn't risen above 0.4mbps. The exchange is 21CN. I've attached some router stats.

I've checked and your upload speeds are currently capped.

The good news is I've placed a order to uncap them which will complete tomorrow.

Let us know if you're still having issues after.

Just run a quick speed test and seeing 1 up now so appears to be uncapped now, thank you!
