Could someone have a look at Question #118178674.
Its been waiting on a reply from the "networks department" for nearly a month.
The problem is my download speed seems to be capped at 1.3Mbps during the day.
At exactly midnight it jumps to over 6Mbps then drops back to 1.3Mbps at 8:00am.

That does sound very odd and although the product you're on does have traffic management, it shouldn't be acting like that. I've asked for this to be chased up as the ticket shouldn't be taking that long to get looked at.
I did also test your line and it's reporting a copper line fault and a congested VP at your exchange. It's worth getting your phone provider to test the line for faults.
