Capped UPLOAD speed?

Hi,
It seems my upload speed is capped at around 330k (on a good day), but this really is usually only achieving around 280k upload speed on average.
I'm a bit gutted if this is really the max upload speed - I do need this as upload a lot of large files all day long.
I've read about 20CN and 21CN - not sure what am on but like this topic....

Would really appreciate uncapping of upload, happy to take a hit on a certain amount of download speed, and if am on 20CN am happy to pay a bit extra for it.
I rang customer support and they had not heard of such an option but there are several (very recent) posts in this forum saying otherwise, like the above one.

Someone is talking rubbish - you are on 21CN so just raise a ticket asking for your upload to be uncapped
