Can't access FTP when net cap is on

Which Cap will this be as Cap is kinda of a nay nay term, but many customers use it in many different instances for some of our product features.
Does you mean our data transfer watch?
Do you mean when you have reached the included allowance of your accounts design on a Fixed rather than Flexed product?
Do you mean when you reach Level X management on one of our Legacy product?

I suspect this is the case and you're referring to external FTP in which case yes, I believe it's blocked.

As per the above and this page FTP traffic to external sites is blocked once your peak time usage reaches 20Gb.
