Can't Volunteer

I tried to volunteer to go on the trial a few weeks back, but I was refused as my exchange (Cheltenham) apparently has no RFS date set for 21CN WBC.
I have since checked both the BT Wholesale availability checker and Sam Knows sites, both of which now indicate that the exchange is now enabled, but the PN usergroup exchange checker still says there is no date set. If I go down the route of raising a ticket (as last time), how do I ensure I get past this apparent barrier? I'm aware that there is a waiting list for new 21CN connections, all that's happened as a result is that I have not had the chance to get put on the list, and face having to wait longer.
I would still like to volunteer, not expecting much improvement in d/s speed but wouldn't mind getting improvement in u/s speed. My line has been stable at 1504kbps for 39 days with a target noise margin of 6dB.

According to Samknows Cheltenham has a RFS date but has not been enabled for WBC

My exchange is the same, but if i use ADSL24 list of enabled exchanges both mine and Cheltenham are listed as enabled. ADSL24 and a BT web site which I now can't remember the url has my exchanged listed as enabled all the others only have the rfs date. I raised a ticket 2 days ago to be included in the trial and still waiting a response.
