The presence of electronic components makes this a master socket; the absence of them makes it a secondary socket, this though will have (at least) two wires in it.

You might find that in your location you are on the best you are going to get, however there is no harm in pushing for an improvement. One last test, can you try changing the filter and then reposting your router stats? If that shows no difference, then raise a fault report here - http://faults.plus.net When it comes to the "master socket test port" question, you'll have to say "no" and where you are asked for more information say "don't have one - LJI - 31A NTE".
You might be faced with considering FTTC (I noted that it is coming to some parts of your exchange) however if ADSL is poor, then FTTC could well not deliver sparking results, as the same 'copper' d-Side wires are used to deliver the last part of the "fibre" service. There is the possibility that your circuit has aluminium in it, which is not ideal.
None of your issues are going to be fixed by changing ISP - this is all BTOR local access infrastructure used by all ISPs.
I think this now needs to be picked up by PN's Digital Care Team (DCT) who will be back in the forums on Tuesday.

You are right, the synch peed is much slower. I cannot know if this is down to the filter being not as good as the other one, or if because of all the disconnections this afternoon, the DLM has now gone into over drive and slugged the line speed even more.
I suggest that you get a fault report raised http://faults.plus.net - and add a link to this thread in it. It will at least show the support people what you have already done.

First go to here http://192.168.1.254/cgi/b/bb/?be=0&l0=2&l1=-1 and click on Disconnect against Internet
Then after a few minutes or when the internet light has turned red unplug the router from the phone line
Then after a couple of minutes plug it in again
After the connection has been established - the second from the right light will now be solid green - go back to http://192.168.1.254/cgi/b/bb/?be=0&l0=2&l1=-1 and click on connect
Then report the router stats so that we can see if the default noise margin has changed
Following that - please do not disconnect the router from the phone line while the fault report is being investigated and also during the 10 day training pweriod
