The other day when I posted that message I did it after speaking to one of the leading faults guys after we'd analysed your line. I don't want you to get disappointed  going through the faults process expecting to get a better performance while keeping your line fast path and the upstream uncapped. Would it severely impede your use of your service if your upstream was capped? The chances are that the first thing the faults team will do is turn interleaving on. I posted those options to try to save you some time and more frustration. As for the line being banded this is only possible on ADSL2+ which your exchange is not yet capable of.
