Broadband Speed

*sigh* Tis once again where I visit with a BB speed issue...
in a nutshell, the upload is actually greater than the download!
Today 14:24  407 kbps (46.9kB/s)  701 kbps (87.6kB/s)
Now, I cant actually run a BT speedtest - it times out while attempting to load the page! I get the first, but never any further than this. PN Member Ctr shows me as being 7000kbps.
Also, I know the exchange this conn is running on shows red on contention (ESMAI) but shouldnt business (max prem) be prioritised anyway... and 407 is below the FTR of 448 (albeit not by much) for a MAX connection.
Any advice, or should I just go chuck in a fault for it...
edit: just got the bt test to run, heres the results

Well, that was my first thought - but its a business opt 3 premier connection, so I wouldnt have thought so, since I cant seem to find any published details of traffic limits on the connections..
