BT line problem fixed but speeds still incredibly slow a week later

I had a physical line problem which took out both my phone and broadband for several weeks; OpenReach eventually traced the problem to a dodgy junction box outside my property which they replaced a week ago. This restored my connection but at a paltry 288Kbps compared to the 7Mbps+ I was getting previously. The BTW speed test suggests my downstream IP profile has been capped at 0.25Mbps (was over 7Mbps previously) and has been stuck at that despite me leaving the router running for several days. Upload speeds seem fine.
My router stats:
Downstream Upstream
SNR Margin: 30.1 12.4 db
Line Attenuation: 31.3 18.7 db
Data Rate: 288 886 kbps
Max Rate: 14620 886 kbps
POWER: 9.7 11.3 dbm
Given the high SNR margin I thought my IP profile would have automatically gone back up but for some reason not.
I've raised a ticket with PlusNet on Tuesday but no update (beyond the automated one) yet.
Any ideas on how to progress this as it is has become very frustrating? It makes the connection practically unusable for a lot of purposes

I've checked your connection and it looks like the speed has been banded on our suppliers side.
I've put a request through to get the banding removed so hopefully it should be back to normal within the next day or two
