If you used your actual phone number then The exchange data shows that you cant get CN21  adsl2+ .
If the noise on the line is due to an external source then it may not have been present when the engineer was there.
The timing of the drop in speeds for you and Winaria do not seem to be the same.  Whilst the drop in speed is still there
you may each have different faults.
You havent said which cabinet you are on - if you dont want to broadcast that, perhaps PM  Winaria and see if he is on the same one.
I will read through the thread tomorrow and see if I have missed anything obvious.

As the speed loss is so erratic could it be relative to what you are doing. You mention dropbox and I have been reading this
http://community.plus.net/forum/index.php/topic,148159.0.html ;   on the fibre forum where it appears some sites are being run
through an IWF filter. You could also try the test download on thinkbroadband tools. When I have had a problem I just set it going and see
how long it says it will take. It gives a list of what approx times equates to speed.

As said before though it is also taking ages to download on my sky on demand, and browsing and loading of pages is also slow.

Did a test on www.kitz.co.uk ; - what does the "check" section below mean?
RAG Test Results 
Fixed:  1Mbps and 2Mbps available
radsl:  512Kbps and 256Kbps available
MAX:  ADSL Max is available
TPON:  TPON/Fibre not recorded
Check:  The check identified another service on your line which may prevent you from ordering a new ADSL connection. Examples are : Existing adsl connection, DACs, LLU, TPON etc

all it is saying that it knows there is  already have a broadband connection (ie Plusnet)
So that might/ prevent you from ordering a new connection. I believe such information can be useful
when moving house - Maybe someone leaving at short notice didnt cancel or move the BB. or the service
move has been delayed.  So it is really just a check.
