Are we stopped from visiting certian websites?

I wanted to play Path of Exile which has entered open beta the problem is there servers are getting hammered. I am getting speeds slower than a 56k modem. Somebody uploaded the torrent to www.thepiratebay.se where people are seeing far better speeds. I know thepiratebay is known for a lot of dodge stuff so has plus net banned us from visiting this site?

Tried here http://downforeveryoneorjustme.com/www.thepiratebay.se and got this It's not just you! http://www.thepiratebay.se looks down from here.

Some but not all ISP's and it's not blocked by PN, http://downforeveryoneorjustme.com/www.thepiratebay.se shows that it appears to be down.
