No they are not. It's the same ISPs as previous cases.

Let's be really clear on this: Just as with The Pirate Bay, no doubt there will be blocking due to routing via BT avenues.

Pretty pointless these blocks there are just so many ways round them, The only way to stop it is to take the offending sites down
