ADSL2 upload speed

Hello,
Please could someone have a look at my ticket (number 32365073) which requested upcapping upload speed (currently capped at the standard 448kbs).
The response on the ticket says this is not possible for my account type, but so far as I know, the account has been on 21CN since January and is ADSL2+.
Line stats are:

ADSL Link	Downstream	Upstream
Connection Speed	4704 kbps	448 kbps
Line Attenuation	28 db	8 db
Noise Margin	14 db	27 db

(which while not good, should allow for some increase in upstream speed)
