ADSL speed issues after migration from Talktalk

I migrated from Talktalk to Plusnet (I have now been with them for over a month) and my download speed has more than halved from 4 Mbps to around 1.6 if I am lucky. I have contacted the helpline several times but feel that I am being fobbed off. Nothing has been done to improve the speed. I was promised speeds of up to 7 Mbps. I really regret changing ISP now.

Our tests aren't showing any issues.

they will just fob you off with months of  waiting  and testing
