Assuming you are on ADSL2 no they don't look OK - you should be getting quite a bit faster downstream sync
Can you try the test socket and report them again

My connection randomly drops (faulty copper in the street) so the sync
speed keeps changing.
It used to sync at around 13 and I would get 9.5
I will try the test socket but I feel Iam wasting my time if the
connection keeps dropping....

I think you are right, you are wasting your time. If you know you have faulty copper in the street, why don't you get something done about it?
