8mb off peak, on peak ISDN?

Oh heres some line stats and speed tests.

My exchange is NOT at maximum capicity, it is Forfar Exchange.
Also on peak sometimes have problems connecting to vent servers, like I will not be able to connect, then 5mins later I will. So perhaps thats to do with the DNS im using or? Its default assigned DNS, but maybe I should use OPENDNS?
I believe it is to do with bandwidth throttling by Plusnet on my account, because there is some error that thinks I used too much bandwidth or something. I am on Plusnet Premier package for your info, £25 a month.
My ticket ID is ID: 22831271  for Plusnet Staff.
I really need this fixed, its a problem that effects me hugely considering the majority of usage is on peak and I need atleast 1mb/2mb constantly onpeak.
If its impossible to get fixed then obviously I would have to request a MAC code and move to BT or something because this is an absolute joke.
Thanks for any advice you can give me. I hope you will appreciate the fault is at Plusnet's end and not mine.

1) Broadband Premier is £21.99/month and even with an included domain its £22.99/month so not sure if £25 was a guess or what you actually pay. What does it say your product is under account details -> account summary on the member centre page?
2) Have you exceeded your peak time allowance? From what you have said this may be the case. If so what is your peak time uages so far? If you have the peak time speeds WILL be reduced and there is nothng PN can do until you start a new billing month.
3) What speed tester are you using to determine your speeds?.

As stated in the original post, but it is kind of badly layed out so im sure it was easy to miss. I have not gone over peak time allowance nope.
It must be £21.99 yeah, thats my fault. Used to pay 25 on Ukonline and just assumed it was same.
http://www.speedtest.bbmax.co.uk/ is what I used there. When I use BT speedtester I get like 68K download speed. Amazing! Then it tells me to login as test user, which I do, but it then fails to load the next page. If the test user worked and I could do a speed test I could see if it really was my account being capped. Ill have to give it a go after this. BT test from now:
Test1 comprises of Best Effort Test:  -provides background information.

Ok now im back off peak and heres some more info (Was downloading at 10k or so before 12)
Now we're offpeak, my ping goes from a solid 20-30 (probably until I redial a new gateway). Here is the tracert:

Looking at the figures the speeds are very erratic and the sudden drop at peak times is concerning. I'll chase this up with the networks guys to see if they can see any unwarranted restrictions being applied.

I have disconnected & reconnected, and im being billed £21.99 a month (last paid 01/09/07) and im on pay as you go? Surely I can just go to change my product under select data transfer but I do not want charged again.
Can a Plusnet staff member amend the account in ticket ID 22831271  to change my profile to what I should be getting as it hasnt changed upon redialling + if I change my product under the menu I wouldnt like to get charged again.
Atleast we know what the problem is now.

Someone is talking cobblers assuming you are on PlusNet - what is being described is BBYW not PAYG.

Apologies in advance if you meant something else but BBYW has a PAYG element - I think that's what's being referred to.  I'm on BBYW option 2 and if I hit "Upgrade" and "Change My Usage Allowance" I get this text:

If you don't go PAYG your service is restricted to 128k should you go over your included limit (which you can also increase in advance for 75p/GB and then go PAYG above that if you wish).

No apologies required as I misunderstood what was being said.
There are two entirely different products PAYG which I am on (no longer - at least not yet - available) where you get charged for every MB and is totally unthrottled (supposedly) and BBYW where extra bandwidth can be purchased but isn't essential.
Before you ask - the only reason I haven't moved to BBYW which would save me money is the appallingly slow FTP download speeds at peak times.

Well as you can see im nowhere near my usage limit and im on Broadband Premier (ordered mid 2005 and had since then) and I guess it could need to be put onto the new package BBYW #3 (£19.99 one) which is essentially the same as what I pay £21 for.
The problem being, I have used 5GB on peak, and I am apparently capped at 128k during peak times, for some strange reason. I have paid fully for the month obviously and not changed my package.
Some PN tech guy change it to what it should be (before Monday (;D) or I'll have to try to change package myself (dont want charged..)

I just have one question, I used to be limited between 4pm and 12 midnight (as peak times, 20gb per month). I am now limited between 8am and 12pm, I assume those are your new peak times?
If somehow I manage to use 20gb on peak a month, I can buy extra bandwidth so I am uncapped again on peak (I can buy and use it the same day?).
Just, im not sure if I'll go over it or not now its 8am-midnight as peak (4 computers with very different schedules sharing connection!). So we'll see how things go and if I need to go to 40gb per month or not. Other then that thanks very much for fixing the problem and I am sorry for the amount of spam in this thread by me.

You are correct the new peak times for BBYW are 8am until Midnight every day with free usage after midnight and before 8am.

If you leave the account as flexible we will add additional usage for you without you having to do anything. If you leave it on a fixed price, e.g. never want to pay more than the £19.99 then your speed will be restricted until your next billing month or if you add some usage yourself.
I personally would leave it as flexible and monitor your emails as we will let you know if you go over the usage. 20Gb is a fair amount of peak usage, if you have all your large downloads for after midnight I don't forsee any issues.

Ok wonderful, the same things happened again. About 5:30 everything back down to 128/64k but its been fixed and perfect for the last 2 WEEKS+.
Last time it was fixed by you guys doing something at your end, I think a technician did something to my package or usage that sorted it, I have NOT gone over my usage allowance and AGAIN you have capped me!
 
Paid-for usage: 7.74GB  8am - Midnight 
Paid-for allowance: Up-to 20GB 8am - Midnight
Free usage: 5.08GB Midnight - 8am
Total usage: 12.82GB
130 latency, 128k/64k internet after numerous redialling. Apparently im on Broadband Your Way 3 (which doesnt even exist anymore, its now called Broadband Your Way Pro?) but I dont even know the product changes name too much.
It was fixed last time by changing product (to Broadband My Way 3) but im pretty sure this time it'll have to go to Broadband My Way Pro (same price, i assume its same deal) and reset all bandwidth traffic to the account (It resets tomorrow anyway, I think; billing on the 3rd?).
For some reason your systems are capping me time and time again even though I'm not over the usage allowance. And this is the 2nd time now in less then a month and I dont even know how long im going to have to wait for this to be fixed so.
Ill make a ticket later on as I know this isnt an official help place in comparison to the ticket system.
It was a good 2 weeks having normal internet though  Cheesy
