They do seem to slow down a bit after a while - there are issues with crosstalk when the exchanges start to fill up but it tends to level out after a while. It has been discussed on a few threads both on here and some other ISP forums.
I had a predicted 50Mb rate when I signed up almost a year ago, got around 76Mb when first connected and have settled down to a pretty consistent 65Mb/s almost a year later. I'm sure if I rebooted my modem I'd get a touch more out of the line for a while but it's hardly worth it for the 4-5Mb extra speed for a few weeks.

The slowdown due to crosstalk is in the sync. The OP has high sync but unhappy with the throughput.

Is it possibly to do with the discussion in this tbb thread? Other stuff running on your LAN, or even something running on the WAN at the same time as the speed test?
I assume you are speedtesting wired to the router, not wireless.

The point being made in that thread is that the Billion itself can't cope.  You didn't answer any of the questions about the circumstances of the test.  Which question does your "yes" answer?

In the end I had it hooked up directly to the modem with the same results
bt ip profile shows 77/20

I need a hg612 to look at my stats

no QOS
as stated same throughput when directly connected into modem
Download speedachieved during the test was - 66.55 Mbps
For your connection, the acceptable range of speedsis 16 Mbps-77.44 Mbps .
Additional Information:
IP Profile for your line is - 77.44 Mbps
I think plusnet are capping my speed
