It sounds like you may have been quoted something that used to be advised before some things changed, where we were usually charged the cease fee when customers moved on to the MPF network.
Essentially, if the new provider migrates the services (Keeping the existing number) you shouldn't be charged.
However if they do a 'working line takeover' this would not be a recognised method of 'migration' as basically it would cease our line (Causing us to be charged, therefore we would pass the charge on to your) and re-provide the line with a new number as part of the same order.

Providing the new provide do use a recognised method of migration. You won't be charged.
If however your new provider is Virgin, I'm not sure there is a way around the line not being ceased as part of the migration as they use a completely different network.

Assuming BT handle the migration correctly you will not be liable for the charge

Hi,
I am a technical BB specialist with a well known provider. I moved my service to plusnet almost two years ago due to my employer\provider could not allow me to take my number to new address. So, I am now ready to move back and I called this morning to have my service 'migrated' back to orginal employer\supplier. I was mentioned to the girl that it was importannt that it was a migration and also the number was to be kept. She proceeded to place order and I was told that I could not 'migrate\port my number due to an issue with my present supplier (Plusnnet). Now, forgive mme me if I am wrong, but I just checked Ofcom website and it clearly states that present CP must relaese the number. Can someone at Plusnet helo me out here please? I want a seamless transfer of servie and no hassle. Many thanks...
