21CN RFS date set

A friend has had his exchange RFS date for 21CN set to the end of the month, does he have to do anything to get ADSL2+  , at the moment only gets 0.5MB should he see an improvement?

If it's the last date of the month it may be a place-holder and not a definite date.
When this says it's available your friend can either wait for the bulk upgrade or request an upgrade here.
This is the sort of thing you should be looking for...

Unless for some strange reason he's on a fixed 512 connection, he's not going to see much (if any) improvement.
Can you find out what his router says for the downstream attenuation?
