You connection looks rock solid and your exchange is showing no issues with contention. Maybe, with it being similar times it could be scheduled updates or something locally scheduled on your computer.

Do you play your games through PC or Xbox, PS3 etc?
As for the 21cn being installed from what I can see you exchange is due to be enabled at the end of May this year.

The patches are coming from a download site/servers so this will be restricted at that time of night. You can switch interleaving off but it may well affect your connection.

There's so many things that can cause this kind of issue on the internet, sometimes is just an anomaly. I often get strange behaviour on mine and by the time I've checked it out it's stopped. If you do start to see a pattern it's always a good idea to keep some records of it.
