Now that there are hard caps in place, does the low level packet managment which broke P2P / usenet / FTP etc still take place? or do you allow us to use these protocols unimpeeded untill we reach the global caps?

The new limits are not inforce yet, and I'm not aware of anyone having been switched to the new products yet anyway.

Traffic management during peak time will still occur, just like it does with the current products, afterall, PN have not added any more central capacity so we are (will be) all still fighting for the same bandwidth.

However, those that do exceed the new SUP limits will have P2P/Usenet/FTP actually blocked during peak time rather than speed limited. What difference that will actually make I have no idea.

Except that now throttling begins well beforeyou reach the cap. On premier P2P is throttled after 10Gb, before it wouldn't be throttled until after 30Gb.

That's progress for you.

well it was throttled before as it wasnt premium traffic / gold or w/e they called it.. so now its 1/3 as good for the same price? wow
