problem with activtation

I have recently has an ADSL installation cancelled due to there not being enough power going through my BT line, my question is: Is it not up to BT to fix or replace my line to enable me to recieve ADSl? and if not, why isn't it? I believe this is a requirement of the law in other countries, are we not the same in the UK?

Hi,

According to the logs on your account the line failed due to excessive line loss. Sometimes BT may be able to improve the quality of your line if you give them a call on 151 at which point we can resubmit your order.
