another boring speed question

I'm on Premier and been here 6 years(!) My total usage this month is 18.9GB(nearing the end of my month) of that 5.9GB is peak usage.

I realise some throttling goes on, but at what point does it kick in? I read somewhere that up to 13GB is untouched, anything over and the speed is reduced, but that's based on peak usage isn't it? As I've only used 5.9GB peak I shouldn't be touched, right? At the moment I'm getting around 15KB-25KB/s on a torrent with 12000 seeds. A month or so ago I would get much better speeds.

So is p2p being throttled all the time? Or is it just me and will I get the same problems with a new ISP? (I'm awaiting my mac key anyway)

I am getting the sam problem I thing they have capped your banwidth for p2p sites.

I am getting not much more than 3kbps on a swarm average speed of 70kbps, I going to change ISP as these speed are no good to me
