What do test reports mean?

My speed drops every fortnight or so from about 1500 kbps to 475 kbps then recovers a week later. (I realise MaxDsl is rate adaptive but I am only 2 miles from the exchange and consider the 1500kbps to be poor. I've plugged my router into the master socket and used wireless to eliminate internal wiring issues - no improvement).
So 2 issues - fortnightly drop and low top speed.
I report it through the error checker and sometimes the CSC agent posts something like the following. What does it mean? Are the figures good or bad and does it suggest why my speed drops every fortnight? Do I want high or low dB figures? I get neither my max stable rate or my fault threshold rate!
