If you mean how much bandwidth you have used, then click on Connection Settings (left of this screen under My Account) and then click View My Usage.
It adds upload and download together.

It may be a daft question.

But how do I find Upload and Download figures for my line.

No this not what I meant, sorry I did make this clear.

I am trying to set the Transfer Rates Capacities for Download and Upload in

eMule and I am not sure what figures I should be putting in.

Emule sets your uploadrate for you according to what download speed you choose. The speed you set depends on if you want to do something else at the same time - if you use all your line on emule, there'll be no room for browsing at a decent speed - so it's very much trial and error till you come up with a setting that suits you.
You don't say what speed line you have, but wiith a 512k line I'd start by setting the download limit at 50 or 60 kB and see how you get on. Zero the upload first, and emule will set it to the minimum it allows for you.
64kB is the most that you can do on that line anyway.
I've got a 2Mb line and download on bit torrents at about 220kB, but don't try and do anything else at the same time.
