Speed or not Speed

Hello,
Having only been on ADSL for a month and being a complete novice to all this.I have tried to follow the the help given by people on the problem of slow speeds.But my speeds were good or reasonable considering thethe changes being made by +net.
BUT now my speeds have gone downhill faster than i am connected at.
I have checked the speed at adslguide twice today.

At 1359

The Downstream was 195 Kbps [ 24.4KB/sec ]
The Upstream was 262 Kbps [ 32.8KB/sec ]

And at 2042

The Downstream was 66 Kbps [ 8.3KB/sec ]
The Upstream was 263 Kbps [32.9KB/sec ]

I looked for DRTCP [? ] on adslguide and could not find it.I also looked without sucess on the +net service status page. Could someone point me in the right direction and tell me how to use it in simple layman terms.

58.8KB/sec and 30.5KB/sec
