Slow Downstream when Upstream running

I have a 1mb connection and using the speed checker I get the expected 950 odd value .. however if I am connected and am sending upstream this value drops dramatically?

Sorry if I am being thick but does Upload affect the Download bandwidth?

When downloading, aknowledgment packets are sent back to the server and this uses upload bandwidth.
When upload is saturated ( full ) it takes longer for the
server to receive the acknowledgment's and so it takes
longer for the server to send more packets.
Basically if using applications like P2P you need to 'limit'
your upload to around 70 - 75% of the full upload speed,
about 180 - 195 Kb/s ( 22 - 24KB/s ). This should in theory
allow you to download nearer to your full achievable speed,
but results will vary in practice, so you need to experiment.
Some P2P programs will allow you to do this.
Similarly it's a good idea to limit download to around 80 - 85%
otherwise you won't be able to do anything else with your
connection.
