Regrade speed bottlenecks

In the long term, once people start getting upgraded to (potentially) 8Mb speeds when available, are they all going to be able to fully utilise this with their existing hardware?
A thought that strikes me is that anyone with a USB1.1 ADSL modem has a bottleneck in terms of the USB bit of the link. USB1.1 is capable of 12Mbps, but only in bursts, real world performance is less than that, and possibly less than the 8Mbps of the ADSL bit of the link, causing a bottleneck. Therefore will upgrades to modem routers (with 10/100 ethernet connection) be necessary in some cases?
