Penwortham Having Problems??

Folks
Live in the above area and have a 2Mb connection that has functioned well until the last week or so. At peak times my download speeds can drop as low as 38Kb (tested via Plusnet and the BT tool). After midnight things are back to normal.
Thing is I've heard that BT use cards from two manufacturers in their exchanges and one has been giving trouble. Swap it for the other manufacturer and all is well. Could it be that the Penwortham exchange has a problem due to this that is only highlighted at peak times?
Ran a couple of BT tests yesterday evening and got 47Kb and 398 Kb. Still below the minimum. Didn't wake up early enough for the midnight-7am test.
Anyone else suffering?

If the BT tests are giving those results and its started happening recently it looks like the exchange has run into conjestion.
If you can manage to do the full set of tests and pass these on th support using a Link:Contact us ticket then Plusnet can make BT aware.

Penwortham Speed Tests

Look at the following and tell me if you think that these are good results for a 2Mb connection.
Look carefully at the dates for the two results at the bottom of the list. These demonstrate that the speeds were fine once upon a time and didn't need checking that often.
The chat at the forums at http://bbs.adslguide.org.uk/ doesn't seem too complimentary as of late.

Don't blame BT please Plusnet, as you are the people debiting my bank account. Question is:- where is your service and why are you not sorting out the problems? Ergo you need to sort the problem out.
You might claim 'contention' at the exchange and tell me that I have to run some more tests. Fact is that the service has deteriorated massively lately and you are still claiming full payment.....

OK a few points.

1. Yes your speeds are abismal from after 2005.

2. I dont work for Plusnet

3. You will still have to use the Contact us system as this forum is not the official means of support.

4. I still think that it IS a problem with congestion at the exchange.

5. Have you looked at the exchange checker to see if there are any known problems. http://usertools.plus.net/exchanges/

have used the Contact Us system but Plusnet are saying that there is contention and the speeds are acceptable. Ran some new tests for this in my post BT's Acceptable Speeds.
Are Plusnet scared of BT or just plain impotent? Then again maybe they just don't care.

I guess if i jump ship to ndo, zen etc that the speeds won't increase. Might be worth it just to waste my £s with someone else.....
Looking at some of the forums over at ADSLguide there may be problems with a few exchanges, some of which BT know about and are planning exchange updates for. They don't know about others because ISP's who put business their way don't necessarily pass on customer complaints.
It would be nice to read johnessex's comments on this.

Ok for what it's worth my comments are as follows.

Some but not all of the figures given in your BT speed tests are below that acceptable for a 2mb connection and there is no reason that if you pass those on to Plusnet via a Link:Contact us ticket that they wont pass them on to BT.
However even if BT accept that there is contention at your exchange then don't for one minute believe that they will dash out and upgrade it immediately. It will be done at their own rate as and when they get round to it.
Not the best situation I'm afraid but unless you have LLU available then you are stuck with it.
