Peak Time usage Management

Hiya

got the email a few moments ago

"This email is to notify you that you have successfully passed your billing
date therefore peak-time usage management has been removed from your
service.

To avoid further restrictions to your service please schedule large
downloads for off-peak times."


Have I misread this but it suggests I breached some sort of usage management.

This month has been higher at 12 Gig compared to < 10 Gig the last 2 months. Last time I hit 25gig/month was back in November but didnt think that was any close to thresholds.. any ideas? Have I misread it?
