If i were you i would post a ticket to plusnet to get the problem investigated further. Also it could just be a line fault which it usually is most of the time. Can you give us more details such as what type of modem or router are you using.

Hi,

If you raise this via Contact Us we can take a look into the problem and see what's causing it. If you go through the report a speed problem route theres a couple of other tests you can do which will help pinpoint the problem including a BT Speedtester.
I'd also recommend, if you haven't already, doing a full scan of your PC for virii and spyware as these can use up your bandwidth.
