My personal comment..
I am not exptect to see such speed from Broad Band..
If anyone can help with registry setting to improve the speed my ADSL up. I have installed cablenut 4.02 and run it but.. it seems that I am still slow... by the way, my OS is windows ME.

I've just tested at 432Kbps (54KBps) downstream & 239Kbps (29.9KBps) upstream, both actual speeds.

I run 98SE and the only ADSL-specific changes I've made were to increase the RWIN to 64240 and decrease the MRU to 1492. To adjust these and other registry settings painlessly, download DrTCP from <http://www.dslreports.com/front/drtcp.html>.

DSLReports.com has a wealth of information on tuning systems for optimum performance; it's well worth a couple of hour's reading.

I've done a bit of experimenting this morning with RWIN sizes. I've tried 13068, 32120, 128480, 256960 and 513920 in addition to the 64240 I had set. With the highest setting I saw the fastest reported speed (453kbps/239kbps actual) but the 'slowest' was still a very acceptable 443kbps/221kbps. What's more there appeared to be no correlation between RWIN size and d/l speed, in that the next-best result was arrived at with an RWIN of 64240, followed by 13068.

Could using a router make RWIN on the PC less critical?

I'm getting the same kinda speeds.
Something is obviously wrong as the upload speeds are consistantly greater than the download speeds.

Apparently Plusnet are aware of this problem (I submitted a problem report) and are working to fix it. Might be worth submitting one too so they are aware of the extent of users that have the problem.
