No, your static range will remain the same on MaxDSL or the fixed rate product.

Final question: What outage can I expect to see when moving to MAX? I already know of the need to frequently drop the connection during the first 10 days.

There shouldn't be any outage on a switch to Max, when you request the upgrade it will happen within 14 days. As you already seem aware of there may be some intermittent and speed fluctuations during the first 10 days.
