Confusing

I recently moved home, same town, just a brand new house in a brand new street with brand new phone lines. I had a BT engineer at my home to measure the loss on my line for a 1MB connection. He took the reading and said, " your line loss is 48.1 so you cant get 1MB. Now my freind who is in an old house and his cabling is 27 years old and plugged to the same cab box as me can get 2MB on his line. Anyone have any idea why a 27 year old line in the same box as my new one can get a faster speed than I can. Very puzzling for me :?:

yes I am slightly further but I mean a stone throw and the cabling under the road is new, the engineers laying it told me that it was new and that it should have good insulation. Also found out today that another guy, same street, further from box than me can also get 2MB. Something funny going on here me thinks.. :?:
